Finance department is politically led by Portfolio Head Councillor Patuoe Lephafa and administratively led by the  Chief Financial Officer Baliswa Mbana-Gantsho.  She leads the Department with a team of three managers responsible for different sections within the department, i.e  Mrs Funeka Mbaliswana -Manager Budget and Treasury and Ms. Hlubikazi Mduzulwana is responsible for Supply Chain and Assets Management Manager. Bukelwa Dlodlo is the  Income and Expenditure Manager. Finance Office is committed to its mandate of providing comprehensive financial management to the council and all ELM departments. The Finance Department supports the Integrated Development Plan of the Council through the achievement of a sound and sustainable financial environment from which the Council can deliver services to all citizens of ELM. Finance department focuses on the following performance areas; Free Basic Services-Indigent Policy, Electricity amnesty for those tempering, Provincial treasury role Gel Fuel for those that do not have electricity.
